Staff has been directed to prepare a staff report with policy analysis to consider rezoning lands around Spectacle Lake from Protected Watershed Zone to the Mixed Use Zone. This is due to new information confirming Spectacle Lake is not suitable as a potential Municipal water source.

"Village of Chester Secondary Planning Strategy and Land Use By-Law Review"
In January 2020 Municipal Council approved a new Municipal Planning Strategy and Land Use By-Law. These documents regulate land use and development activity for areas outside the Village of Chester. The Village is regulated by a Secondary Planning Strategy and Land Use By-Law. Staff are now undertaking a review of the Village of Chester planning documents.
The format and structure of the Village of Chester Plan will match the Municipal Plan, however, the policies and regulations created within the village documents will be tailored to address the unique opportunities, issues and challenges within the Village.

CM-DA2024-003- Amend existing Development Agreement dated December 21, 1990 on PID 60376712
An application was received from Econo-Malls Holdings #19 Inc. to amend the existing Development Agreement dated December 21, 1990, with the aim of eliminating the requirement outlined in Section 7(a): "That an opaque fence, no less than six feet in height, be installed along the southern edge of the site as depicted on Schedule 'B'. Presently, Chester Shore Mall is surrounded by a wooded area that effectively screens it from the adjacent residential community.
