CM-DA2025-004 Development Agreement proposal from Halyards Developments Ltd. (applicant and landowner) to permit up to 134 units in 3 apartment buildings on 3 separate properties, as part of the “Chester Hills” neighbourhood, north side of Stanford Lake Road at Chester Hills Drive, PID# 60140340. Municipal staff made Council aware of the application at the Council meeting on September 11th, 2025.
The proposal includes:
- Site 1 - 1 apartment building on a proposed lot with up to 40 units on 3 floors, located to the west of Chester Hills Drive with driveway onto Stanford Lake Road
- Site 2 - 1 apartment building on a proposed lot with up to 40 units on 3 floors, located to the east of the end of Chester Hills Drive along a proposed road with a driveway onto a future extension of Chester Hills Drive
- Site 3 - 1 apartment building on a proposed lot with up to 59 units on 4 floors, located off of a future cul-de-sac connecting to Chester Hills Drive
- Serviced by private water wells and municipal sewer
The intent is to develop in phases and before each phase begins construction the applicant will need to obtain a Development Permit.

CM-DA2025-003-Amending Development Agreement PID 60408820 - design changes to Bear Lake Wind facility
An application has been received from the landowner and consultant group to enter into an Amending Development Agreement. The amendments would override parts of the existing Development Agreement, specifically:
- Maximum height of 215 metres rather than 207 metres
- Maximum generating capacity of 8.5 MW rather than 12 MW
- Maximum 1 turbine rather than 2

CM-AM2025-002 - Wind Turbine Setback Amendments-Provincial Mandate
The Minimum Planning Regulations under Section 214 of the Municipal Government Act (MGA) and Section 229 of the Halifax Regional Municipality Charter (HRMC) have been amended to implement a maximum setback for commercial wind turbines.
The Government of Nova Scotia is committed to reaching 80% renewables by 2030. These regulatory amendments will support this goal by providing consistent standards across Nova Scotia's municipalities, making it easier for wind energy projects to move forward, while also protecting residents from negative impacts for wind energy projects to move forward, while also protecting residents from wind development projects such as noise and shadows.
