Code of Conduct and Complaint Process

Code of Conduct

Members of Municipal Council recognize their obligation to serve their constituents and the public in a conscientious and diligent manner understanding that, as leaders of their communities, they are held to a higher standard of behaviour and conduct. To promote integrity and accountability, the Municipality has adopted the Model Code of Conduct for Elected Officials through policy, as required by the Municipal Government Act. This Code applies to all municipalities in Nova Scotia and sets clear standards for ethical behaviour and accountability for elected officials. 

Along with adopting the Model Code, all municipalities in Nova Scotia are required to follow a third-party investigation process for addressing alleged breaches to the Code. These requirements are outlined in the Code of Conduct for Municipal Elected Officials Regulations.

What Constitutes a Breach

Violations of the Code of Conduct include, but are not limited to:

  • Misusing confidential information
  • Accepting unauthorized gifts or benefits
  • Engaging in conflicts of interest
  • Showing favouritism or bias in municipal decision-making
  • Failing to adhere to Council decisions or municipal policies
  • Inappropriate interactions with staff or misuse of municipal resources

Filing a Complaint

If you believe that an elected official has breached the Code of Conduct, you may reach out to the independent investigator to file a complaint. Complaints must meet the following criteria:

Submission Timeline: This must be filed within six months of discovering the alleged breach.

Format: Complaints must be submitted in writing to the appointed investigator.
